About Us

Today, more than ever, tribal governments, local governments, business and industry, educational institutions, and other entities are facing increasing hazards and threats. These risks can harm or kill people, disrupt operations and services, shut down business, and damage facilities. They may also threaten an organization’s image and reputation and may impact how others perceive your organization.

 

Citizens, owners, stockholders, customers, patrons, and students expect that systems, plans, and procedures be in place that provide for emergency preparedness, effective response and recovery, and mitigation of hazards and threats. The reality is that many organizations do not have emergency management programs in place. Many existing programs are poorly designed, outdated, and untested. In addition, many organizations do not have people with the knowledge, expertise, and resources to design and implement a comprehensive program.

 

Businesses, governments, and educational institutions have accountants, engineers, human resource professionals, and attorneys to deal with financial, facility, personnel, and legal issues. It is sound business practice and good sense to secure the services of a trained and experienced emergency management professional to evaluate and improve existing emergency management programs or to design and implement a program that meets the needs of a particular entity.

Tim Sanders, who founded Full Circle Emergency Management Strategies, has the technical expertise, emergency management experience, and credentials to evaluate, design and implement a comprehensive system, using a practical, common sense approach. Tim has provided services, including technical assistance, training development and delivery, exercise design, and emergency planning assistance to public and private organizations, including tribal governments, the Federal Emergency Management Agency and Department of Homeland Security.

 

The demand for effective emergency management programs is increasing. We use proven methods and approaches to help clients meet their emergency preparedness, response, recovery, and mitigation responsibilities.

 

Who is Tim Sanders?

Tim Sanders developed and set up the Office of Emergency Management for the Gila River Indian Community in 1998. The Governor and Tribal Council directed the establishment of the Office in response to a series of natural and technological emergencies and disasters that impacted the Community in 1997. He managed all aspects of a comprehensive emergency management program for the Community. The program he established at Gila River became one of the most recognized and progressive emergency management programs in Indian Country and the United States.

 

Mr. Sanders is the first emergency management professional ever to complete the Professional Development Series and the Advanced Professional Series of courses developed and delivered by the Federal Emergency Management Agency (FEMA). In addition, he has completed many independent study courses and FEMA / State sponsored emergency management courses. He is also an adjunct instructor for FEMA’s Emergency Management Institute. In recognition of his efforts, Gila River became the first tribal government to take part in the Emergency Management Institute’s flagship course, the Integrated Emergency Management Course. Mr. Sanders has represented tribal governments at various FEMA conferences, trainings, and workshops formerly reserved for state emergency management officials, becoming the first tribal government emergency management official ever to participate in these proceedings. Mr. Sanders has been instrumental in building partnerships among tribal, local, state, and Federal emergency management programs and officials. In July, 2003, Tim testified before the United States Senate Committee on Indian Affairs, urging changes to the Homeland Security Act that would properly recognize tribal governments and their role in emergency management and homeland security.

 

Mr. Sanders is a member of the International Association of Emergency Managers (IAEM), the world’s premier organization for emergency managers. Because of his determination to assure that tribal emergency management issues were considered, he was asked to chair a newly formed Tribal Affairs Committee in IAEM in 2000. He holds the prestigious Certified Emergency Manager (CEMÒ) credential awarded by IAEM. Tim earned a Bachelor of Science in Environmental Health degree from East Tennessee State University. Tim has served as an Environmental Health Specialist managing various initiatives and programs. He also has extensive experience in industry, and in occupational safety and health programs. He is a Registered Environmental Health Specialist with the National Environmental Health Association, and a Registered Sanitarian with the State of Arizona.

 

Mr. Sanders’ experience, education, maturity, and motivation provide him with the tools necessary to evaluate, design, develop, implement, and improve emergency management programs anywhere in the country. His extensive knowledge of the workings of government, business, and industry allows him to use his experience and ability to design programs that meet the needs and challenges of any organization.

We can work with the client to evaluate an existing program. Accepted standards and references for evaluating emergency program elements and support functions will be utilized. A comprehensive evaluation report, with recommendations, will be provided to the client.

Comprehensive Program Implementation and Maintenance

At the request of the client, we will develop a detailed strategic plan for implementing a program based on the design recommendations and tailored to make effective use of the resources available to the client. We can also provide the technical support services for implementing the program. Technical support may include assistance in conducting the hazards analysis and needs assessment, writing plans, providing training, and designing, conducting, and evaluating exercises to test the plans. Our services also include an annual program review and evaluation program with recommended program maintenance strategies or corrective actions to assure continued program effectiveness.
